Principals


Robert Frank

Robert H. Frank, Managing Partner

As the managing partner, Robert Frank directs the operations of Frank & Company. Mr. Frank founded Frank & Company in 1978. Mr. Frank’s 35 years of specialized experience include auditing financial statements of for-profit and not-for-profit entities; representing clients and presenting findings to regulatory and appeals bodies; assessing tax compliance; consulting to boards of directors on strategic planning; direct marketing fundraising for charitable organizations; and examining organizational operations to ensure compliance with SOP 98–2 and OMB Circular A–133.

Mr. Frank is Certified Public Accountant and a member of the American Institute of Certified Public Accountants, Virginia Society of Certified Public Accountants, and the Texas Society of Certified Public Accountants. He has served on numerous boards including the National Law Enforcement Officer’s Memorial Fund, INOVA Health Systems, Inc., Vietnam Veterans Memorial Fund, and Mothers Against Drunk Driving. Mr. Frank has lectured extensively as well as co-authored many articles and special publications, including "Accounting for Volunteer Services in a Charitable Organization," Cost Allocation Methods for Not-for-Profit Organizations," and "The Hands-On Guide to Fundraising Strategy & Evaluation." He holds a Bachelor of Science in Business Administration from Louisiana State University and a Master’s in Accounting from Texas Tech University. Mr. Frank is licensed to practice in Texas, California, and Virginia.

Marnette Myers, Director of Tax Administration

As Frank & Company’s Director of Tax Administration, Marnette Myers maintains close contact with clients to maximize their tax planning opportunities and supervises the preparation of not-for-profit, corporate, partnership, fiduciary and individual income tax returns by the firm’s staff accountants.

From September 2002 to July 2008, Ms. Myers worked as an attorney in the Office of the Associate Chief Counsel (Income Tax & Accounting) for the Internal Revenue Service (IRS) in Washington, D.C. She previously worked as a supervisory senior accountant for Frank & Company from November 1996 to August 2002.

Ms. Myers is a Certified Public Accountant and attorney licensed to practice in the Commonwealth of Virginia. She is a member of the Virginia Society of Certified Public Accountants as well as the American Institute of Certified Public Accountants and American Bar Association. She earned her Bachelor of Science in Accounting from Virginia Tech and her Juris Doctor, with honors, from George Washington University Law School.

Dave Harr

Dave Harr, Director of Audit and Management Accounting

David Harr is responsible for the management of the accounting and auditing department at Frank & Company, where he oversees the audit, review and compilation of financial statements and client management accounting. Dr. Harr has more than 40 years of experience working with business, government, and not-for-profit organizations. He has conducted seminars with businesses, government agencies, and not-for-profit organizations on a variety of topics including budgeting, mission development, financial reporting, performance measurement and cost management. He has published in a wide variety of journals, including Management Accounting and the Journal of Government Financial Management. He has also authored continuing professional education courses on cost allocation topics. In addition, he has conducted seminars on financial accounting standards, auditing, and cost allocation for CPA societies throughout the United States. Dr. Harr has also worked with a wide variety of not-for-profit and business organizations concerning cost allocation and financial management issues.

Dr. Harr is a Certified Public Accountant, and a member of the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants. He is a Certified Government Financial Manager and is a member of the Association of Government Accountants. He also serves on its Journal Editorial Board. Dr. Harr received his Ph.D. and B.B.A. in Accounting from the University of Wisconsin – Madison and a M.S. in Material Management from the Naval Postgraduate School.

Sue Miller

Sue Miller

Sue Miller, CPA has more than 30 years of experience in tax compliance and planning and served for over 15 years as Frank & Company’s Director of Tax Administration.

Even though Ms. Miller moved to the Charlottesville, VA in April 2008, she continues to work closely on tax and planning issues for the firm’s not-for-profit, corporate, partnership, fiduciary and individual clients.

Ms. Miller is a Certified Public Accountant and a member of the Virginia Society of Certified Public Accountants as well as the American Institute of Certified Public Accountants. She earned her Bachelor of Arts from Connecticut College and M.B.A. in Accounting and Finance from George Mason University.

Robert Fox

Robert L. Fox, Director of Audit and Management Accounting

For over 15 years, Mr. Fox served as the Director of Audit and Management Accounting for Frank & Company and remains a valuable consultant to the firm.

Mr. Fox is a Certified Public Accountant, and a member of the American Institute of Certified Public Accountants, the Texas Society of Certified Public Accountants, and the Virginia Society of Certified Public Accountants. He is a former member of the Accounting and Auditing Procedures Committee, Virginia Society of Certified Public Accountants. Mr. Fox is licensed to practice in Virginia, Texas, and Kansas. He also holds a CPA certificate from Missouri and Oklahoma. He obtained a B.S.B.A. in Accounting from Kansas State College of Pittsburg.
